Philip L'Oro International Pictures (formerly known as Philip L'Oro Films) was a British distribution company founded by Edward John R. "Philip L'Oro" Taber (also known as "Philip L'Oro", "Edward J.R. Taber" or "Edward Taber" for short) in 1986.

Krypton Force was one of the first companies founded in 1984 and began working as a computer game industry. Krypton Force released a variety of computer games for the Commodore 64, ZX Spectrum, BBC Micro, MSX, VIC-20 and Dragon 32 in the UK back in 1984. It was not long until the company moved from computer games into the home video business in 1986. Krypton Force went defunct in 1989 but was seemingly resurrected in 1993 in Germany, where they produced demo programs for the Amiga computer until 1995.

Philip L'Oro had a series of kids' divisions for public domain cartoon VHS tapes around the late 80's and early 90's such as Take 2 Plus, Supertron Cartoon Videos, Krypton Force, Children's Video Network, Screen Original, ComicToons and Funhouse Video. These tapes were sold in the UK and Germany, and they were available in pound shops all over the United Kingdom, and were also sold in other video shops worldwide (France, Germany, Italy, Spain and Greece).

1st Call Video Rights was founded in Australia and New Zealand in around 1989 as a division of Philip L'Oro International Pictures, which released the 'Classic Toons' series on VHS, and they were also published by Children's Video Network as well.

Edward John R. Taber was a British producer, animator and director of public domain videotapes in which he traced and animated the characters and backgrounds for opening and closing titles for 'Videotoons' by Krypton Force, and 'Chuckle Toons' for Children's Video Network. These animated opening and closing titles were animated using computer drawn graphics in 2D. The computer that Edward Taber was using was called the 'IMAGETECH - G2 Masterpiece' computer, and it was used to make a lot of graphics for producing a lot of video releases such as weddings, birthdays, Christmas, etc.

Various cartoons on VHS produced by Philip L'Oro are all in the public domain from old cartoon studios worldwide like Warner Brothers, Soyuzmultfilm, MGM, Walter Lantz, Fleischer, Ub Iwerks, Disney, Van Beuren, Paul Terry, Famous Studios, and many more. Screen Original had cartoon releases taken off from the Kids Klassics video tapes from America and the Diamond Films video releases from England. It had a few titles including Bugs Bunny, Daffy Duck, Mighty Mouse, Felix The Cat, Popeye, and more.

The German-dubbed cartoon videotapes were released in Germany around the early 90's produced by the same company (Philip L'Oro International Pictures). C.V.N. (known as "Children's Video Network" for short) was one of the many German distributors on VHS, which produced an amount of poorly dubbed German voice acting with only two voice actors taking turns to voice which character or the next. It consisted of only one male voice actor and one female voice actor. For example, in "Bugs Bunny und Seine Freunde", Bugs is voiced by a woman and Elmer Fudd is voiced by a man. But in the German-dubbed version of "Superman", Lois Lane (the reporter from Superman cartoons) is voiced by a man in "The Bulleteers" and "The Magnetic Telescope".

The C.V.N. releases were also re-released on VHS by another German VHS label, "Fun House Video" (not to be confused with "Funhouse Video" in the United Kingdom), a division of Philip L'Oro International Pictures.

KHEMCO Exports Ltd. was also a company in London, United Kingdom where they used to publish a lot of public domain cartoon videotapes dubbed in German distributed by Fun House Video in Germany, a division of Philip L'Oro International Pictures. The German-dubbed public domain cartoon videotapes were released by Fun House Video (a division of Philip L'Oro) which was a registered trademark of KHEMCO Exports Ltd. from England way back in the early 1990's.

However, the Wonder Toons videotapes consisted of poor picture and sound quality with the Philip L'Oro logo found at the beginning on every Wonder Toons tape released in the UK, Netherlands and Germany. Although Wonder Toons was a label for Cartoons R Fun in Placentia, California, the tapes were either dubbed in English or Dutch for international releases.
